If you own a Russell County, AL rental and live somewhere else, you are in good company. Somebody PCS'd out of Fort Benning, took a job in another state, or kept a parent's house instead of selling it. The house itself is rarely the problem. The address is, because in Russell County the address on the mailbox leaves out most of what matters.
Can I manage a Russell County, AL rental from another state?
Yes. Plan for one number first: Alabama assesses a single-family home its owner lives in at 10% of appraised value, and a house that isn't owner-occupied at 20%. Then confirm three things the mailing address won't tell you: which county the parcel is in, whether it's inside city limits, and which school system serves it.
Both catch out-of-state owners, usually about a year after they leave.
Your Alabama tax bill changes the year you move out
Alabama sorts property into classes for tax purposes. A single-family home the owner lives in is Class III, assessed at 10% of its appraised value. Property that isn't otherwise classified is Class II, assessed at 20%. The Alabama Department of Revenue lists the classes here.
Move out and rent the house, and it stops being owner-occupied. The assessed value doubles, and the bill moves with it. Owners who leave on orders often find out when the new bill lands at an address they no longer check. Put it in your numbers before you set the rent, and make sure the county has a mailing address that actually reaches you.
Phenix City or Fort Mitchell: the address doesn't tell you the rules
Most of the Russell County homes we have listed carry one of two addresses, Phenix City or Fort Mitchell. Same Alabama county. Different systems.
Phenix City is a city and the Russell County seat, with its own police department and its own school district, Phenix City Public Schools, whose one high school is Central. Fort Mitchell is an unincorporated community. There is no town government, so the Russell County Sheriff's Office covers it, and its public schools belong to the Russell County School District, which runs Mt. Olive Primary and Mt. Olive Intermediate right there on AL-165 and its middle and high schools on Warrior Way near Seale.

The rents tell you who is renting. The cheapest Fort Mitchell house we have listed asked $1,500, and eight of the ten had four bedrooms or more. Ten of the Phenix City homes asked less than $1,500, mostly two-bedrooms and modest three-bedrooms, six of them in the 36867 ZIP. The middle of the Phenix City list was about $1,675; in Fort Mitchell it was $2,000. Those are asking rents from our own listing pages, leaving out the few on Lee Road addresses. They are a frame for a conversation, not a price for your house. We price each one against what has actually leased nearby.
Two traps hide inside a Phenix City address. It isn't proof of Phenix City schools: the county district's own Ladonia Elementary has a Phenix City mailing address. And it isn't proof of Russell County, either. Parts of Phenix City cross into Lee County on the north side, and a house on a numbered "Lee Road" sits on a Lee County road. Check the parcel, not the envelope. The county decides who assesses your taxes and where a court case is filed if a tenant stops paying. The school system decides a lot about who wants to rent the house.
